Filter editor - how does it works - how to create a filter?

I am trying to sort the Albums of a Artist by year being in the library of a specific artist but it is not possible to create any filter - the fuction is not available!!
Click on the “add” button for a new filter has no effect

Please help

and how to sort the Albums in the section Artist by name ???
